Thomas H. Fisher earned a BS in Mathematics from Middle Tennessee State University, an M.Ed. in Secondary Administration from the University of Toledo, and an Ed.D in Curriculum Development from Wayne State University in Detroit, Michigan.
He began his professional career as a mathematics teacher in Ohio and Michigan and joined the staff of the Michigan Educational Assessment Program in 1972.
Fisher was employed by the Florida Department of Education as the state director of testing eventually was responsible for all K-12, college, and educator licensure examinations. He had other assignments related to school accountability and school improvement. He gained valuable litigation experience in the Debra P. v. Turlington case, a challenge to the state’s high school competency test. Dr. Fisher developed and delivered several training programs on RFP development and contract management.
Dr. Fisher was appointed by the U.S. Secretary of Education to the National Assessment Governing Board for two three-year terms. He has been a consultant to the U. S. Department of Education and to several states and organizations during his career. He serves as a peer reviewer for the NCLB program.
Dr. Fisher formed Fisher Education Consulting, LLC, to provide consulting services in a variety of venues. He serves on the Technical Advisory Committees for Pearson Educational Measurement, the GED Testing Program, and the States of Michigan, Virginia, Florida, Arkansas, Idaho, and North Dakota. He has provided consulting services to the Florida State University, College of Communications; AccountabilityWorks, Inc., in Washington, D.C.; the Indiana Statewide Assessment Program; Educational Testing Service; and The Princeton Review.
